Chaos requires memory.

In a patterned, predictable system, you can compress that current, former, and expected future states into a smaller representation in memory.

In a sufficiently unpatterned environment, properly navigating the environment is better served by raw volume of memory. You need to remember each tidbit of information you've seen in order to have an edge at predicted the next future state.

This applies in life and in the world as much as it does with data and information.
